Since 28 February 2025, thousands of ordinary Northern Beaches blocks can legally hold two or three homes. Most owners still think they own a house on a block. They own a site.
What changed
Stage 2 of the NSW Low and Mid-Rise Housing Policy rewrote the rules inside an 800 m walk of selected town centres. Inside that ring, the state sets “non-refusal” standards. If your proposal meets them, council cannot knock it back on lot size, lot width or height. Council's old minimum lot size for a dual occupancy no longer applies there. The state's does.
The nine Northern Beaches centres
The ring is drawn around a walking distance, not a straight line. The nine mapped centres on the Beaches are:
- Dee Why town centre
- Warringah Mall / Brookvale
- Forestville town centre
- Forestway Shopping Centre, Frenchs Forest
- Frenchs Forest Precinct (Warringah Road)
- Manly town centre
- Manly Vale town centre
- Balgowlah Stockland
- Mona Vale town centre
If you live in Forestville, Frenchs Forest, Dee Why, Brookvale, Balgowlah, Manly Vale or Mona Vale, there is a real chance you are inside one of these rings and have never checked.
The four questions
- Are you within an 800 m walk of one of the nine centres?
- What is your zoning? R2 is the common one on the Beaches, and it qualifies.
- How big is the lot? A dual occupancy needs 450 m² under the state standard. Terraces and townhouses need more.
- How wide is the frontage? 12 m for a dual occupancy. 18 m for terraces.
Any no sends the block back to council's own controls; four yeses make it a site under the state standards.
A 720 m² R2 block with an 18 m frontage inside the ring is the classic Northern Beaches triplex site. There are hundreds of them between Forestway and Warringah Road.
What the map doesn't tell you
Being inside the ring is the start, not the answer. The policy excludes heritage items and conservation areas. It does not switch off bushfire, flood or coastal hazard mapping. Tree canopy, easements, slope and stormwater still decide what you can actually build. A block can pass all four questions and still be a bad project. That is why we run a full feasibility before anyone spends money on a kitchen renovation they might regret.
Why the timing matters
The owners who move first get the best agents, the quietest build programs and the least competition at sale. The street fills in behind them.
